I did a dig on this a while back but never posted it. I read it all on hhs.gov. A major overhaul of regulations concerning research test subjects tracing to 45 CFR 46. Became known as The 2018 Requirements because it was on a large scale where many federal agencies had to do work to incorporate it, conveniently in time for the pandemic and rollout of the vaccine. I have never seen it mentioned here but it is significant. Read a lot about it and found out it originated in the Clinton administration.
