Article assumes the report will be made public before then.
There is no confirmation of that.
Let's hope it does get released, if it's not, then I don't think Horowitz will be able to testify to it because it will imply that the process is not complete. Comey and McCabe's attorneys will still be reviewing and commenting on it.
There's a bit of wishful thinking here.
