Has anybody considered that "Blackout Necessary" is simply referring to some information being REDACTED, as in blacked out, because the information is perceived as being too much to bear for the general public without causing major soical upheaval and/or violence?
I'm not sure either, I just know it's really easy for people to get caught up thinking about something in one way and stop considering other options. Blackout could not mean REDACTED, maybe it means INTENTIONALLY WITHHELD completely. I do think that there is a certain line concerning disclosures that if crossed could and would spark immediate conflict or violent uprising.
