My understanding, after reading all of the speculation on this topic, is that Q's tripcode is whitelisted, meaning that the random salt it was originally created with is stored with the password hash so that a salt rotation won't affect Q's ability to post. This makes sense given that Q has been gone a long time and this should be a reason for avoiding salt rotations.
Can we end this discussion once and for all? At least until we hear more from Q.

Impossible to implement. It's possible to encode the IP address in a cookie so that the site can detect an IP change but the shills could just delete the cookie.
