consider the possibility that with a large enough trafficking effort, a water bottling plant could make special runs of sealed bottles pre-dosed with rophynol ("roofies") or a similar sedative. different color cap as a color code. easy way to kidnap someone and keep them sedated for transport. POTUS showing that They Know and it's not gonna happen. Those FEMA water contracts would be a place to look.
