You can bet there will be a huge list of officials, politicians, specific neighborhoods, and various 'elites', who will not be subjected to this rationing.
These people are sure going to look stupid when sentenced to death, only being open to prosecution because they installed someone who was not legally able to serve as president and issue pardons.
