Looked to me like Trump and Pence were told to move the bottles over an ear piece.
Trump, nods his head a bit just before he moves it. Pence doesn't seem to react to Trump's motion, rather a signal.
Sessions is watching Nielson (I Think it's Nielsen) like a hawk the whole time, and Nielsen glances up towards the bottles about 20 seconds before Trump moves it as if to signal in some way. She glances up again afterwards.
No reaction at all from Pompeo. He seems to be the one who is engaging the speaker.
Whole thing is strange.
