New Gulf Of Mexico Oil Refinery Opens

 

By Adriana Barrera (Reuters) Mexican President Andres Manuel Lopez Obrador formally opened a major new oil refinery on Friday, a signature project for the leftist leader who argues it will help the country cut a longstanding dependence on foreign gasoline and diesel supplies.

 

The Olmeca refinery owned and operated by state-run oil company Pemex is billions of dollars over budget and still under construction, but that did not stop Lopez Obrador from headlining a splashy inauguration ceremony at the facility built just off the Gulf coast port of Dos Bocas in his home state of Tabasco.

 

In a speech, Lopez Obrador dismissed critics who argue that fossil fuels should no longer be part of Mexico’s energy future, while also criticizing past governments for failing to build a new refinery in nearly four decades.

 

“During all this time, they bet on selling crude oil and then buying gasoline, diesel, and other fuels in foreign lands,” said Lopez Obrador.

 

But officials have said the Olmeca refinery likely will not be ready to start producing motor fuels until 2023, as months of testing are necessary once construction is complete.

 

Lopez Obrador himself recently conceded the facility will end up costing between $11 billion-12 billion, not the roughly $8 billion he originally set as its maximum cost. Read full story

Two people familiar with the matter recently told Reuters the new refinery will only be running near capacity in 2025.

The president, a leftist resource nationalist, argues that the refinery can help wean Mexico off of imported motor fuels, almost all of which is supplied by U.S. refiners, which he says undermines the country’s sovereignty. He also believes the refinery can better protect Mexican motorists’ wallets from the volatility of the international oil market.

 

The refinery, with a top crude processing capacity of 340,000 barrels per day, will be Pemex’s largest once it comes online.

 

In separate remarks prior to the president’s speech, Pemex Chief Executive Octavio Romero said the Salina Cruz refinery in Oaxaca, currently Pemex’s biggest, will also be upgraded to include a major new coking plant, which is needed to more efficiently process heavy crude into higher-value fuels.

 

Currently, only three of Pemex’s fully-operational domestic refineries feature coking plants.

 

Romero said construction company ICA Fluor has been awarded a turnkey contract for the Salina Cruz coking plant, which he said will come online in 12 months.

 

The Pemex boss did not detail the additional cost needed for the project, only that $1.4 billion had already been spent before it was suspended for six years.

Italy Refuses To Unfreeze Russian Yachts

 

by Marco Carta (Reuters) An Italian court has thrown out requests to unfreeze billionaire Alexey Mordashov’s yacht which was seized by the police as part of a drive by Western states to target wealthy Russians after the invasion of Ukraine.

 

Mordashov’s 65 metre (215 ft) Lady M yacht, which has a price tag of 65 million euros ($68 million), was seized by the Italian police in the northern port of Imperia in March.

 

Asmare Enterprises Limited, the company to which Lady M belongs, had asked the administrative court of the Lazio region to lift the freeze, claiming that the Russian businessman under sanctions was not the formal owner of the vessel.

 

The court rejected the lawsuit saying that Mordashov was indeed the ultimate owner of Lady M, a document seen by Reuters on Friday showed.

Mordashov, 56, is the son of a mill worker who became a steel magnate with estimated net worth of $29.1 billion. He is reputed to be Russia’s richest man.

 

Italy sequestered villas and yachts worth over 900 million euros ($950 million) in March and April from wealthy Russians, who regularly came to the country on holiday and had bought property in many prestigious locations.

Russian Superyacht Docks In San Diego Flying American Flag

By K. Oanh Ha (Bloomberg) After a stopover in Hawaii, the $325 million superyacht that’s tied to Russian billionaire Suleiman Kerimov and that was seized by US authorities in Fiji has sailed into a port in Southern California.

 

The Amadea, a luxurious megayacht that’s nearly as long as a football field and features a helipad, docked in San Diego Monday morning local time, according to vessel data compiled by Bloomberg. It had spent a few days in Honolulu after the US hired a new crew and sailed the superyacht out of Fiji on June 7, flying the American flag after winning a legal battle.

 

The stop in San Diego caps a more than 13,000-nautical-mile odyssey for the vessel as it attempted to find a safe haven, with US agents from multiple government agencies pursuing it. The seizure is a huge win for the US as it looks to punish titans close to President Vladimir Putin by going after their megayachts, villas, and other assets.

 

With the ship now in US hands, authorities from that nation will bear the responsibility for its maintenance, which the Federal Bureau of Investigation has estimated will cost between $25 million to $30 million annually, according to court documents seen by Bloomberg.

 

President Joe Biden has pushed for legislation that’s been passed by lawmakers in the House of Representatives that would allow the US to seize yachts like the Amadea and other assets of sanctioned Russians, liquidate them, and use those funds to benefit Ukraine. The European Union is considering similar measures.

 

Still, there may be risks for buyers of seized yachts, according to Benjamin Maltby, a partner who specializes in superyacht law at London-based Keystone Law.

 

“Buyers need to be aware that certain countries may not necessarily recognize the seizure and transfer of ownership,” said Maltby. “Clearly, the risk is higher for countries that are at odds politically with the West — and these are unlikely to be countries one would wish to cruise to — but it’s something potential buyers should keep in mind.”

Texas power use to break records next week as heatwave returns

 

July 1 (Reuters) - Power demand in Texas will likely hit new all-time highs next week as economic growth boosts overall use and homes and businesses crank up their air conditioners to escape another heat wave.

 

The Electric Reliability Council of Texas (ERCOT), which operates the grid for more than 26 million customers representing about 90% of the state's power load, has said it has enough energy resources available to meet demand.

 

Extreme weather is a reminder of the February freeze in 2021 that left millions of Texans without power, water and heat for days during a deadly storm as ERCOT scrambled to prevent a grid collapse after an unusually large amount of generation shut.

 

AccuWeather said temperatures in Houston, the biggest city in Texas, will rise from the mid 80s degrees Fahrenheit (28.9 degrees Celsius) on Friday to the mid 90s F next week. That compares with a normal high of 93 F for this time of year.

 

ERCOT forecast power use would soar to 77,861 megawatts (MW) on July 6 and 78,532 MW on July 7, which would top the current all-time high of 76,592 MW on June 23. read more

 

To meet that demand, ERCOT has said it expects new wind and solar power plants added over the past year will increase resources available this summer to 91,392 MW.

 

One megawatt can power around 1,000 U.S. homes on a typical day, but only about 200 homes on a hot summer day in Texas.

 

Power prices at the ERCOT North Hub , which includes Dallas, slid to $82 per megawatt hour (MWh) for Friday from $83 for Thursday. That compares with an average of $66 so far this year, $141 in 2021 and a five-year (2017-2021) of $56.

 

The average in 2021 was inflated by price spikes to $9,000 per MWh during the February freeze. read more
