Can someone explain Pulitzer's "predetermined ballots" and/or "predetermined votes" to me like I was a 5 year old?

This makes no sense to me –

Thank you anon. I watched that the other day - this is what got me looking for a clear definition of "predetermined ballot"… I found Pulitzer was unnecessarily obtuse with his communications.
At the end of his "explanation" NO ONE can explain it back to him with any clarity.
