If they only have one app open or sending signals, this is true. However, this is highly unlikely on todays phones. Think weather app, amber alerts, other social media, etc. 300,000 apps emit signals.

So even if someone is telling themselves "Ha ha I only use Signal on my phone to text with!" if they've got even one app loaded on the phone that is emitting signals, they're being tracked anyway?
And chances are they have multiple apps on the phone they haven't shut off from emitting anything.
Also to completely avoid being tracked, they'd have to turn off their cell network, Wi-fi, Bluetooth, radio, etc.

Software on all phones scan towers and signal strength broadcasting IMEi to the tower. All segments of Voice, VOIP, data or MMS are labeled with identifiers.
VPN Carries all identifiers through a protected link and those signals can be identified at both ends of the vpn
I’m currently testing a tech that has the effect of scrambling IMEI and MAIDs. When combined with a number scrambler, we are getting closer to anonymous. As you might imagine, some agencies aren’t super happy.
