Like all of the Movies and books about the CIA.
Once the public gets wind of what is actually happening they have to do damage control. They purposely give false or misleading info. that relates to the subject to cause confusion.
And a little bit of truth can go a long way when trying to deceive people.
Like a guy admits that he went out to dinner with another woman when he is busted by his wife because someone saw him and told her. So he admits to the dinner but makes up a cover story about who she was and why they were having dinner. Covering his tracks.
