Release a pathogen designed to target anyone who does not have certain DNA portions (portions that transcribe helpful proteins). How to get those DNA portions into the population? The mRNA shots.

A study out of sweden (link to video, below) shows that the mRNA can be reverse transcribed into a person's DNA. "Baked in", if you will.

Once they have established their platform for DNA manipulation in populations, it will just be a matter of rolling out the right mRNA and releasing the counterpart pathogen.
