Tidal forces from the Moon can sometimes weigh against that abnormal runoff. For instance, in our case the Moon is likely at or near 3rd quarter. So it’s position is contrary to solar influence which can pull the water to the sides of the earth. And if occurring at just the right time to defeat any rain flooding influence, you know who’s gonna win out.
