Not saying it’s not a searchlight but in my experience, say with a police copter, they 99% of the time won’t fly level with the search light on while just traveling in a straight line. They (police) normally use infrared to spy about and only turn on the bright searchlight when they are keen on spotting something they noticed on the ground, and the light will be noticeably pointed downward in those activities.
Have I seen a copter flying straight and level with the searchlight left on and facing forward? Yes but it appeared they had momentarily forgotten to turn it off. Nao, is anon saying a ‘private’ company copter might be hired to patrol jobsites (that would be quite an expense when immensely less expensive security guards are the norm), or that it might be a municipal police copter? Imho, would not expect a police patrol copter in that area unless something big had happened or was foreseen. Just my thots on it being a helo.
But looking at ROT1, there seems only sky above those chimneys of the Marriott hotel.
