The threat of nuclear war turned the government from a somewhat casual working system to one that required the split second reactions from leaders and cities. The internet and even the interstate highway system were part of the planning.
As time passed and threats now coming in minutes instead of hours, bunkers were built. Raven Rock is a reference to a bunker that would serve as "backup Pentagon" in Waynesboro Pennsylvania. It is literally a hollowed-out mountain with a free-standing city built inside capable of supporting thousands. There's a second bunker in Berryville Virginia called Mount Weather. Colorado has Cheyenne Mountain as the NORAD facility.
There are more than a hundred of these scattered around the United States. FEMA would run these until the government reconstituted itself.
There was an airborne command post known as
Looking Glass
that would serve as the last line of defense. These planes were always in the air, every day of the year from 1961 until the early 1990s. There would be a one star General aboard to give orders to military troops if everything else was destroyed.
As satellite technology improved, the gov shifted to Presidential doomsday planes called by code word
"Nightwatch."
It is a fleet of 747s that serve as the President's airborne command post.
