Hate to say it but this photo looks shopped. Justine's coat blows one way, Potus' coat blows the other, sun angles on their heads are different, and if it's so dang windy, why is everyone's hair still nice? No photographer worth their salt would have taken this pic with the light behind the subjects, not to mention the aperture settings are all wrong- see the blurred hand waves? This photo is faked.
