The Russian magazine Expert said that German Chancellor Olaf Scholz demolished in 200 days what his predecessors Gerhard Schroeder and Angela Merkel had built over 30 years, adding that the German economy collapsed like a house of cards.

It explained that in May 2022, Germany recorded a trade deficit for the first time in 30 years. Germany, and with it all of Europe, is entering a structural crisis. The magazine considered that the military bravado of European politicians was useless because no one is seriously discussing the seventh package of sanctions against Russia, but rather the main political thought focuses on the issue of how to deal with losses, pointing out that the panic in the German cabinet is noticeable.

 

Regarding the gas crisis in Germany, the magazine said that discussions began at the expert level about the launch of the long-awaited Nord Stream 2 pipeline despite US sanctions, stressing that the gas crisis in Europe, which has just begun, has shown that the European economy is entirely in the hands of Russia.

Les coups de tonnerre du 15 avril 1718

 

Jusqu'aux années 1930, l'origine de l'expression « tonnerre de Brest » ne faisait l'objet d'aucun débat. « Tonnerre de Brest », c'était le souvenir de l'orage exceptionnel qui avait frappé la Bretagne, particulièrement l'ouest de la province, dans la nuit du 14 au 15 avril 1718.

 

Dans l'entre-deux-guerres, de nouvelles explications ont pourtant été proposées pour tenter de trouver d'autres origines à cette expression. Le débat s'est prolongé jusqu'aux années 2010 parmi les historiens brestois qui n'ont jamais pu apporter d'éléments satisfaisants à l'appui de leurs - récentes - hypothèses.

 

Le mensuel L'Histoire, dans son numéro 458 d'avril 2019, a été la première publication à présenter dans ses colonnes le résultat des recherches effectuées par son collaborateur Bruno Calvès.

 

Ce dernier a pu confirmer l'origine climatique de l'expression après avoir découvert la copie d'une lettre - jusqu'alors inconnue et donc inexploitée - retrouvée dans les archives de l'Académie des sciences : « Sur quelques effets du tonnerre » est une « observation » adressée de Brest par André-François Boureau-Deslandes (1689-1757), jeune commissaire ordinaire de la Marine et membre de l’Académie. Le mercredi 11 janvier 1719, en séance publique, Bernard de Fontenelle fait la lecture intégrale de sa lettre et René-Antoine de Réaumur la consigne dans les mémoires des séances de l’Académie : La nuit du 14 au 15 avril 1718, nuit du Vendredi Saint, Boureau-Deslandes est à Brest. Il raconte : « sur les 4 heures du matin, il fit trois coups de tonnerre les plus horibles que j’aye jamais entendus. Dans cet espace de la Côte de Brêtagne qui s’étend depuis Conquerneau jusqu’à St. Paul de Leon, on a observé que le tonnerre étoit tombé sur 24. Eglises differentes et à la même heure ». Cinq jours plus tard, Deslandes entreprend son enquête à Gouesnou, village voisin de Brest, dont l’église a été transpercée par la réunion de « 3 globes de feu, chacun 3 piés et demi de diamètre » qui ont occasionné la mort de trois sonneurs de cloches. « Le tonnerre n’est tombé que sur les Eglises où l’on sonnoit des cloches, à dessein de l’écarter, et il a épargné toutes les autres. » L’habitude est en effet de sonner les cloches en cas d’orage. L’explication du philosophe - comme il aime se présenter - est nette : « le son des cloches […] affaiblit la nuë qui renferme le tonnerre, la détermine à s’entr’ouvrir et facilite par là une issuë au tonnerre. »

 

Cette observation, qui représente sept pages manuscrites, n'avait donc jamais été exploitée jusqu'au printemps 2019. Trois siècles durant, on n'a connu de l'orage de 1718 que le court résumé1 publié en 1724 par l'Académie dans son Histoire de l’Académie royale des Sciences pour l’année 1719, ouvrage notamment conservé à la bibliothèque de l'Institut de France. C'est à partir de ce résumé qu'a pu travailler, en 2013, l'historien des sciences Gérard Borvon quand il a enquêté sur l'orage de 1718.

Putin signs decree fast-tracking citizenship for all Ukrainians

 

Russian President Vladimir Putin signed Monday a decree giving all residents of Ukraine the option of obtaining Russian citizenship via a simplified procedure.

 

The decree states that "citizens of Ukraine, Donetsk People’s Republic (DPR) or Lugansk People’s Republic (LPR) and people without citizenship permanently living in DPR, LPR or Ukraine […] are entitled to appeal for admission to citizenship of the Russian Federation via simplified procedure in accordance with the […] law 'On citizenship of the Russian Federation.'"

 

The previous version of the decree only covered residents of DPR, LPR, Kherson, and Zaporozhye regions.

 

The decree mentions that service in the armed forces or law enforcement of Donbass republics will not be an obstruction to obtaining Russian citizenship.

 

"Military service, service in national security or law enforcement agencies of Donetsk and Lugansk People’s Republic cannot be considered a reason for denying Russian citizenship," the decree said.

 

According to TASS, "The simplified procedure makes it possible to apply for Russian citizenship without fulfilling a number of preconditions, such as living in Russia for five years, having a source of income, and undergoing a Russian language examination."

 

It is noteworthy that the procedure was previously introduced for DPR and LPR residents by a 2019 decree when the republics were still part of Ukraine.

 

The purpose of the decree was "to protect the rights and freedoms of a man and a citizen, under universally recognized principles and norms of international law."

Terror specialist appointed new London police chief Britain

 

The British government announced Friday a new head for UK's biggest police force and ordered him to rebuild public trust after a spate of scandals.

 

Mark Rowley had been appointed as the next commissioner of London's Metropolitan Police, Home Secretary Priti Patel said.

 

Rowley, a former head of the Met's "counter-terrorism unit," was described by Patel as a "distinguished and exceptionally experienced police officer".

 

The commissioner's job was "one of the most important and demanding jobs in policing," particularly given the force's recent "failings", she said in a statement, adding that "rebuilding public trust and delivering on crime reduction must be his priority."

 

Rowley, 57, said he was "deeply honoured" by the appointment. He will be in charge of more than 43,000 police officers and staff and a budget of £3.24 billion ($3.9 billion).

 

The Met polices a population of more than eight million people over 620 square miles (1,605 square kilometers) of Greater London.

 

Scotland Yard was last month placed in special supervision by a police watchdog body after failing to reach standards targets.

 

Former commissioner Cressida Dick resigned in February after losing the backing of London Mayor Sadiq Khan after months of pressure over her officers' misconduct involving racism, sexism, and the murder of a young woman by a London police officer.

 

Chief among them was imprisoning a diplomatic protection squad member for the kidnap, rape, and killing of a young woman Sarah Everard in march 2021 – and the heavy-handed policing of a vigil for her.

 

Other officers have been accused of taking unauthorized photographs of murder victims at crime sites, in addition to sharing racist and abusive messages on social media platforms and messaging apps.

 

Rowley promised to "lead the renewal of policing by consent which has been so heavily dented in recent years as trust and confidence have fallen," vowing to be "ruthless in removing those who are corrupting our integrity."

 

The officer has more than 30 years of experience and served as chief constable of Surrey Police in southeast England.

 

He joined the Met in 2011 and led its response to terror attacks in 2017.

 

According to an official report from England's police watchdog, London police officers routinely made jokes about rape and exchanged racist messages, detailing a pattern of misogyny and bullying in the force, the latest blow to an embattled service that has faced intense scrutiny in recent months.

 

The findings reflected a troubling culture within the London Metropolitan Police Service, according to the report released by the Independent Office for Police Conduct, the police watchdog, which detailed the incidents were not isolated or the work of a few "bad apples".
