One can only hope. Hospitals have been withholding meds, and throwing patients into withdrawals for years because of their hyperinflated fear of "going to jail" for continuing prescriptions while a patient is hospitalized for non-pain related conditions.
Additionally, the fear of imprisonment has led many doctors to suddenly withhold meds, sending now-addicted patients to the streets. Maybe this won't happen as much. Either way, the cartels sell to the streets and the drug companies so I don't think their profits will be affected at all…perhaps increased, since they won't have to turn over as many loads to keep the greedy gov't agencies happy.
