I remember my uncle telling me over 50 years ago, that my grades in school go on my permanent record. So, I have the same question as you. Why? And how does he have knowledge of this? He is the only person that can I remember who ever told me that.

I also don't think that the Q phenomenon is what started their efforts to collect information. I think those records have been collected for more than a century - including genealogical records.
