Rafael Caro Quintero, a Mexican drug lord known as “the narco of narcos” and one of the FBI’s 10 most wanted fugitives, has been arrested in his home country, according to media reports. Mexican marines arrested the 69-year-old, reported El Universal and other news outlets that cited national security sources.

 

In the US, the Associated Press said it confirmed the news with a Mexican navy official who could only speak on condition of anonymity. El Universal noted that the arrest occurred days after Mexico’s president, Andrés Manuel López Obrador, met Joe Biden at the White House.

 

Caro Quintero, of La Noria, Sinaloa, is perhaps best known as one of the co-founders of the Guadalajara cartel. The group’s heyday was in the 1970s and 1980s, when it primarily trafficked cocaine, heroin and marijuana from Mexico to the US.

 

One of the group’s hitmen – or “sicarios” – was Joaquin “El Chapo” Guzman, who founded the violent Sinaloa cartel but is now imprisoned. Caro Quintero at one point was sentenced to 40 years in prison, over the kidnapping, torture and murder of a US Drug Enforcement Administration agent, Enrique “Kiki” Camarena, in 1985.

 

In 2013, a Mexican appellate court ruling set Caro Quintero free. US authorities and Mexican prosecutors were outraged. The supreme court reversed the decision. But Caro Quintero had gone into hiding. US officials have since accused him of assuming a leadership role in the Sinaloa cartel after El Chapo’s downfall while also running his own organization in the same region.

Biden says he raised Khashoggi murder with Saudi crown prince

 

"I raised it at the top of the meeting," Biden said of the case of Khashoggi, a Washington Post columnist based in the U.S., "making it clear what I thought of it at the time, and what I think of it now."

 

"I was straightforward and direct in discussing it. I made my new crystal clear. I said very straightforwardly, for an American president to be silent on an issue of human rights is inconsistent with who we are and who I am," he added.

 

Mohammed bin Salman's response was that he was not personally responsible, Biden said. "I indicated I thought he was," Biden continued about the 2018 killing at the Saudi embassy in Turkey that U.S. intelligence says the crown prince approved.

 

Hatice Cengiz, Khashoggi's fiancee, previously described Biden's decision to visit Saudi Arabia as "heartbreaking." On Friday, she criticized Biden's seemingly warm welcome with the crown prince, adding a photo of them fist bumping.

 

The Saudis firmly reject the "totally baseless" charges that the MBS approved of the murder. "Nobody holds the United States or President Bush responsible for Abu Ghraib because they know wasn't ordered by him. It happened because people did not follow their orders," al-Jubeir said.

 

The meeting comes three years after Biden vowed, as a presidential candidate, to make the Saudis and MBS, as he's known, a global "pariah."
