HAARP changed hands to University of Alaska, Fairbanks from the Airforce a couple years ago.
Since then it has been laundered back into AF command.
Not sure if operational, but by no means destroyed.
While the chemtrail campaign has obviously continued (although AK is mostly unaffected as it is not - for the most part - under any flight path), I will say that since Trump has taken office the HAARP effects have subsided.
Just a year before Trump took office there was a cruise line running for the first time through the fabled NW Passage due to lack of summer sea ice.
This is a trillion dollar industry and in many ways the entire reason the America's were colonized.

The worst crime and insult done unto the native people in America wasn’t colonization or gentrification, but social programs.
These people have one foot tied to modern amenities and the other to a shadow of a memory of their ancestors, which to be perfectly honest were looking for such a way out to begin with.
I’ve seen millions of dollars in government grants meant for infrastructure and modernization simply be passed out to “elders” of tribes.
Alaskan natives were never wronged by Americans, there was some unpleasantness during the fur trade, but that was by the Russians and the French Canadians. During WW2 they were evacuated from the Aleutian islands when Pearl Harbor and Unalaska was attacked by the Japanese. They claim this to be reason for reparations, and their hatred of whites.
If you take a job in an Alaskan native village they will force you out by not renting, selling, or buying from you.
I was born on the west side of Chicago and this is the most racist place I’ve ever lived in. This is largely due to the likes of Obama and NPR.
NPR is whats called the “Puppet Radiostation” In Alaska, carried by local broadcasters instead of local programing due to Federal “ARTS GRANTS” and such.
It has nearly completely brainwashed these people into thinking that any sort of progress will destroy their “culture”. Obama visited Alaska just before the elections, he claimed many coastal waters as “federally protected waters” – this was an act of theft. Not only from native Alaskan fishing rights but of international waters, an attempt to block the NW passage from international trade, trillions of dollars now within federal command, AK is the international trade hub of the future.
Then there’s the child abuse. Half of all Native children under the age of 21 will die within 2 years of entering foster care. Native children are the largest number of groups to endure foster care. Natives lack the enzimes to metabolize alcohol for one, a stat that which might take a European decades of alcoholism to reach, a native can within just a couple drinks. Their children are taken away quite often, but also, these people are HEAVILY inbred due to their geographic isolation. Guess what the Alaskan law says about age of consent: “within reason”.
Child rape is common, multigenerational incest is common, allowing your child to become a ward of the state is welcomed.
The concept of the noble savage is a meme, these people are not the same species as us, they will and have literally sold their culture, their progeny and heritage into slavery, and have ALWAYS done so.
