When they use the term 'climate change' it must refer to something else.. Code for what?

I thought I'd look the word 'climate' up in a dictionary and see what else it specifically throws up. Number 3 is rather interesting..

Could this be what they're actually referring to when they panic about 'climate change'. 'The political environment is changing.?' Specifically [their] political environment..
