IMF to 'substantially' cut global growth outlook — Bloomberg

The lender’s director for strategy says the list of options to address global economic challenges is rapidly shrinking

 

The International Monetary Fund will significantly reduce its forecast for global economic growth in its next update, according to Ceyla Pazarbasioglu, the IMF’s director for strategy, policy and review, as reported by Bloomberg.

 

“It’s shock after shock after shock which are really hitting the global economy,” she said at a Sunday panel in Bali, Indonesia, stressing that soaring prices for food and energy, a downturn in capital flows to emerging markets, the Covid pandemic, along with a slowdown in China make it “much more challenging” for policymakers to work out an effective economic strategy.

 

In its April report, the IMF slashed its outlook for global growth this year to 3.6%, from 4.4%, citing rising inflationary risks and aggressive central bank tightening.

 

In a review due this month, “we will downgrade our forecast substantially,” Pazarbasioglu said.

“The path to a soft landing is narrowing; we think it is still a feasible path but certainly not a very easy one,” Hyun Song Shin, head of research at the Bank for International Settlements, said at the same panel, according to the news agency.

Iran says it’s capable of building nuclear bomb

No decision to produce one, however, has been made, a senior Iranian official has said

 

Iran is technically capable of producing a nuclear bomb but no political decision on such an option has been made, Kamal Kharrazi, a senior adviser to Iran’s Supreme Leader Ali Khamenei, has said.

 

“In a few days we were able to enrich uranium up to 60% and we can easily produce 90% enriched uranium,” Kharrazi told Al Jazeera on Sunday.

 

Iran has the technical means to produce a nuclear bomb but there has been no decision by Iran to build it.

 

The bombshell revelation comes shortly after US President Joe Biden pledged Washington will do everything to prevent Tehran from obtaining nuclear weaponry. The pledge was made during Biden’s visit to Israel earlier this week, when the US president and Israeli Prime Minister Yair Lapid signed a joint declaration on the continued strategic partnership between the two countries. Among other things, Washington pledged “never to allow Iran to acquire a nuclear weapon,” confirming it “is prepared to use all elements of its national power to ensure that outcome,” according to the declaration.

 

While Iran has long-maintained it had never sought to develop nuclear weaponry, the country has ramped up its nuclear activities over the past few years. Gradual expansion of the nuclear program followed the 2018 move by then-US President Donald Trump to unilaterally withdraw from the 2015 nuclear deal with Iran.

 

Since then, the landmark agreement, officially known as the Joint Comprehensive Plan of Action (JCPOA), has effectively fallen apart, with Washington re-imposing old sanctions and slapping new ones on Tehran. Iran, in turn, gradually suspended its obligations under JCPOA, installing new uranium-enriching equipment and boosting output of the radioactive material.

 

Efforts to revive the deal have yielded no result so far, with the US and Iran repeatedly trading blame for lack of progress. Tehran maintains it is Washington’s responsibility to return to the original agreement and lift sanctions in full, while US officials have claimed that Iran has been raising new demands during JCPOA talks.

Next UK PM must know ‘biggest threat’ is Russia – military chief

 

The challenge posed by Moscow could endure for decades, the head of the British Armed Forces says

Boris Johnson’s successor as British prime minister should recognise that Russia is the “biggest threat” to the UK, the Chief of the Defense Staff, Admiral Tony Radakin, has said.

 

The briefing that the new leader will receive from the military top brass will be “dominated by Ukraine and the support that we are providing to Ukraine,” Radakin told BBC One’s Sunday Morning program. “And then we have to remind the prime minister of the extraordinary responsibility they have with the UK as a nuclear power.”

 

Johnson announced his resignation earlier this month after several high-profile scandals and a wave of resignations of his cabinet ministers, but will remain in office until his replacement is chosen.

 

Under the outgoing PM, London has been one of the strongest backers of Kiev in its conflict with Moscow, supplying Ukraine with arms, training its troops, and advocating for a military solution to the crisis, while also imposing sweeping sanctions on Russia.

 

According to the assessment of the British military, Russia has “a relatively stable regime,” which means that it's going to keep endangering Britain in years to come, Radakin said.

 

“The challenge of Russia is going to endure way beyond 2022 and 2023 and 2024, this is going to go on for a long time… potentially decades in terms of Russia as a threat,” the admiral predicted.

 

Moscow’s land forces “are probably less of a threat in the short term because of that degradation, that depletion that we're seeing with their struggle in Ukraine,” he said.

 

“But Russia continues to be a nuclear power, it's got cyber capabilities, it's got space capabilities, and it's got particular programmes under water so it can threaten the underwater cables that allow the world's information to transit around the whole globe,” he warned.

 

When asked about the shape that the UK military would be in if the defense spending is increased to 3% of GDP, as is being suggested by some politicians, the admiral said the armed forces “would be even more modern and they would have even more punch and they would have even more impact around the world.”

 

Last month, Radakin admitted that the UK had already given so many weapons to Ukraine that it would take years for the country to replace them.

 

“Yes, you can churn out shells and artillery, but even at the not super-sophisticated end, even at the modest end of an NLAW [anti-tank] weapon, then that’s going to take several years to get back to our original stocks,” he told parliament.

 

Britain would need between five and ten years to be able to field a division that “that we would want,” according to the admiral.

Era of Western dominance ending – Tony Blair

The world will be “at least bi-polar and possibly multi-polar”, according to former UK PM

 

For the first time in modern history the East can be on equal terms with the West, as the global dominance of the US and its allies comes to an end, former British prime minister Tony Blair has said.

 

Due to the effects of the Covid-19 pandemic and the conflict in Ukraine, “for a large part of the Western population, living standards are stagnating,” Blair noted in his annual lecture at the Ditchley Foundation on Saturday.

 

“Western politics is in turmoil – more partisan, ugly, unproductive; and fueled by social media,” which affects both domestic and international affairs, Blair said, arguing that Russia’s military operation in Ukraine “should become a pivot point reviving our [Western] sense of mission.”

 

However, according to the 69-year-old, who led the UK government from 1997 to 2007, “the biggest geopolitical change of this century will come from China not Russia.”

 

“We are coming to the end of Western political and economic dominance. The world is going to be at least bi-polar and possibly multi-polar,”he predicted.

In order to stay relevant in the new environment, the West needs to develop a common strategy, “pursued with coordination, commitment and competence,”with higher defense spending to “maintain military superiority” while expanding so-called “soft power” by building ties with developing countries, Blair concluded. Russian fuel is flooding the Middle East – Bloomberg

Deliveries soared in June and are expected to climb even higher in July

 

Russian shipments of oil products to the Middle East soared to their highest level in at least six years in June, while deliveries to Europe fell by around 30%, Bloomberg reported on Wednesday, citing data from the analytical company Vortexa.

 

According to the report, Middle Eastern countries imported around 155,000 barrels of Russian fuel per day in June, the most since at least early 2016. Data also shows that imports started growing rapidly in February, when Moscow launched its military operation in Ukraine, prompting EU member states and other Western nations to place sanctions on Russia, including its fuel exports.

 

Over a third of all Russian fuel imports went to the Port of Fujairah in the UAE, Vortexa said. Russian deliveries mainly consisted of fuel oil, but included gasoline, jet and diesel fuel, and a number of other petroleum products.

 

Analysts expect that Russian fuel shipments to the Middle East in July will surpass those in June and exceed 220,000 barrels per day.

 

According to Bloomberg, these shipments are only a fraction of the total Russian exports of oil products, and are not able to compensate for the drop in deliveries to Europe, which fell by more than 500,000 barrels per day from February to June.

 

The EU placed a partial embargo on Russian oil last month, while gradually reducing shipments even prior to that, since the US banned Russian oil deliveries in March. The EU ban will affect offshore shipments of Russian oil and take effect in December. Moscow considers the EU and US sanctions illegal, and is taking steps to diversify exports, including redirecting them to China and India.

Mars sued over toxin in world-famous candy

Suitor claims Skittles contain known toxin that Mars had pledged to phase out six years ago

 

US food giant Mars has been challenged by a class action lawsuit alleging that the company’s iconic Skittles candies are “unfit for human consumption” because they contain a “known toxin” that the company had pledged to remove back in 2016.

 

In a proposed class action filed in the US District Court for the Northern District of California on Thursday, Jenile Thames said that Skittles were unsafe for consumers due to “heightened levels” of titanium dioxide, a food additive.

 

According to the lawsuit, titanium dioxide will be banned in the EU next month after the bloc’s food-safety regulator deemed it unsafe due to its ability to change DNA.

 

The action also claims that the additive, which is used in paint, adhesives, plastics and roofing materials, can cause DNA, brain and organ damage, as well as lesions in the liver and kidneys.

 

A reasonable consumer would expect that [Skittles] can be safely purchased and consumed as marketed and sold,” the complaint said. “However, the products are not safe.” (Kekkity how is this reasonable?)

 

In 2016, Mars publicly shared its intention to phase out titanium dioxide from its products in the coming years. On Saturday, the company said that the use of titanium dioxide in its products complies with FDA regulations, declining to comment on pending litigation.

 

The European Food Safety Authority announced that titanium dioxide “can no longer be considered safe as a food additive” in May 2021. In the US, the additive remains legal with the FDA’s Code of Federal Regulation allowing its use for “coloring foods generally.” At the same time, the FDA regulates that the quantity of titanium dioxide must not exceed 1% of the food’s weight.

 

The lawsuit seeks unspecified damages for fraud and violations of California consumer protection laws.

Contents of Shinzo Abe’s suspected assassin’s letter revealed – media

Tetsuya Yamagami had reportedly hinted that he was going to kill Japan’s former prime minister

 

The man who is believed to have assassinated Japan’s former prime minister Shinzo Abe earlier this month had dropped hints about his plans in a letter penned earlier, reports in Japanese media claim.

 

On Sunday, several news outlets suggested that Tetsuya Yamagami had at some point sent a written message to a critic of the Unification Church – the organization the 41-year-old blames for his family’s downfall. In the letter, Yamagami, among other things, levelled harsh criticism at Abe, who he believed had links to the said religious group.

 

According to the media citing the letter’s recipient, whose identity has not been disclosed, the would-be assassin had gone so far as to indicate that he wanted to kill the former premier.

 

Yamagami is quoted as saying he had “felt bitter” toward Abe, who in his eyes had been “one of the most influential sympathizers of the Unification Church in the real world.”

 

Police are now reportedly aware of the message.

 

The former prime minister was shot on July 8 while delivering an electoral campaign speech on the streets of the city of Nara.

 

The politician was rushed to hospital; however, despite doctors’ attempts at resuscitating him, he showed “no vital signs” and was soon pronounced dead.

 

The suspected assassin, who was in possession of a homemade gun, was pinned down by police at the scene.

 

Yamagami later revealed to investigators that his mother’s donations to the Unification Church had seen his family go broke, with the suspect’s uncle confirming that the woman had shelled out a total of ¥100 million ($720,000).

 

The organization, officially known as the Family Federation for World Peace and Unification, is a relatively new religious movement founded in South Korea in 1954 by Sun Myung Moon, who claimed to be a messiah.

Controversial Fox News host Tucker Carlson has triggered renewed media speculation that he will run for US president in 2024 by making some potentially telling comments on his latest visit to Iowa, a key early battleground state for candidates in the American election system.

 

Speaking on Friday at a gathering of Christian conservative voters in Des Moines, Carlson reportedly began his speech by pointing out how often he has traveled to Iowa over the years. “I think I’ve done the full Grassley,” he said, referring to US Senator Charles Grassley (R-Iowa), the veteran politician who makes a point of going to all 99 of the state’s counties during his campaigns.

Carlson tried last week to put to rest the speculation about his potential candidacy, saying in an interview that he won’t run for president in 2024 or likely any other year. “I don’t want power,” he told Semafor co-founder Ben Smith. “I’ve never wanted power. I’m annoyed by things and I want them to change. But I’ve never been motivated by the desire to control people.”

Western arms stockpiles won’t sustain prolonged war in Ukraine – Pentagon supplier

The industry needs a “clear signal” from governments on what to build and whether it will be bought, Northrop Grumman’s CEO says

 

The West doesn’t have the stockpiles of weapons needed to sustain a prolonged war in Ukraine or elsewhere, the CEO of one of the Pentagon’s main defense contractors has warned.

 

The military-industrial complex therefore needs a “clear demand signal” from Western governments on what exactly it should produce and whether it will be purchased, Kathy Warden told the Financial Times in an interview published on Sunday.

 

“The most important thing now is to get a clear demand signal on what the sustained commitment is and the level of drawdown from those stockpiles is going to be,” she explained.

 

Existing weapon stockpiles were not designed for a prolonged conflict, Warden said. However, the West is not yet running out of arms for Ukraine.

 

I wouldn’t necessarily say that I’ve heard we’re running out, but if you do project forward that we’re going to want to sustain these levels of commitments for another couple of years – that’s certainly not what anyone had built stockpiles to accommodate. (Fear Porn)

 

The Pentagon’s main contractors have been meeting several times a week to discuss efforts to supply the war in Ukraine. The dialogue with the Pentagon was “good,” Warden said, and further discussions are ongoing about “getting clarity on their plans.”

 

“They’ve been doing their best to pull industry together and share those plans, both at a more general level and specific, so that we can get ahead of contract and make investments and advance,” she added.

 

While Northrop Grumman is ready to invest and even expand its factories “ahead of a contract,” the industry still needs more clarity about Washington’s plans to support Ukraine, Warden warned. = “They’ve been doing their best to pull industry together and share those plans, both at a more general level and specific, so that we can get ahead of contract and make investments and advance,” she added.

Italy may soon be unable to arm Ukraine – foreign minister

Luigi Di Maio has warned the crisis around PM Mario Draghi’s government could see an end to support

 

Political turmoil in Italy could soon see Rome unable to continue supporting Ukraine with weapons deliveries, the country’s foreign minister has warned. According to Luigi Di Maio, this would be the case should the incumbent government not survive a no-confidence vote next week.

 

In a phone interview with US media outlet Politico on Friday, Di Maio said that those in Italy who want the collapse of Prime Minister Mario Draghi’s government are playing into the hands of the Kremlin.

 

“The Russians are right now celebrating having made another Western government fall,” the minister argued.

 

Di Maio went on to express doubt as to whether Italy will be able to keep supplying arms to Ukraine under these circumstances, adding that “it is one of the many serious problems.”

 

The official explained that, should the government collapse, it would still remain in power for some time in a caretaker capacity. However, in this case, its powers would be reduced, meaning, among other things, that the government wouldn’t be able to continue weapons deliveries to Ukraine.

 

If the government falls on Wednesday, we won’t have the power to sign any new energy contracts and this is serious because we are headed into winter,” the minister added.

 

According to Di Maio, Italy could also end up without a 2023 budget as the document is normally passed by parliament between July and December. Should there be elections in September or October, however, it could take months before a new coalition government is formed, meaning that the budget would be postponed, the minister explained. He added that it took 100 days to form a government the last time.

 

On Thursday, the Five Star Movement, which is part of Prime Minister Draghi’s coalition government, boycotted a no-confidence vote, with the premier offering to resign in response. However, Italy’s President Sergio Mattarella refused to accept his resignation, with Draghi’s government facing another no-confidence vote on Wednesday.

 

Di Maio, who had been one of the Five Star Movement’s leaders but left the party last month over a row concerning arms deliveries to Ukraine, laid into his former allies, accusing them of “helping Putin’s propaganda and autocracy over democracy.”

 

The foreign minister hailed Prime Minister Draghi as one of the staunchest opponents of the Kremlin in the West, who advocated strong sanctions and the freezing of Russia’s foreign reserves following the start of Russia’s offensive against Ukraine in late February.

 

The Five Star Movement has attempted to weaken the incumbent Italian government on several occasions over the past few months already, the official claimed. He specifically mentioned the party’s opposition to an increase in Italy’s defense spending to meet the NATO target, as well as a resolution in parliament against NATO and Italy’s support for Ukraine.

 

Di Maio, however, said at the same time that a lot of other political forces and labor unions in Italy understood the importance of having a fully functioning government, meaning that Draghi hopefully could stay in power after all.

Germany won’t survive winter without Russian gas – official

The president of the national energy regulator has warned that Germany doesn’t have sufficient gas reserves

 

Germany’s natural gas reserves are not enough to see the country through next winter without purchasing additional Russian gas, the top official in charge of electricity and gas networks has told the media.

 

In an interview with Germany’s Bild am Sonntag, published on Sunday, Klaus Muller warned that while “gas reservoirs are nearly 65% full,” and “it’s better than in the previous weeks” it is still not sufficient to “go through the winter without Russian gas.”

 

Muller, who is president of Germany’s Federal Network Agency, added that much now depends on whether maintenance work on the Nord Stream 1 pipeline concludes as expected on Thursday.

 

When asked how long it would take before energy prices for consumers in Germany are further raised, in case of a complete stoppage of Russian gas deliveries, Muller said no decision has yet been made. However, he offered reassurances, noting that “there hasn’t been any significant price surge this week, even though the Nord Stream 1 was shut off.” The official suggested this may be a sign that “markets have already internalized the loss of Russian gas supplies and we’ve reached a gas-price-plateau.”

 

The energy regulator president insisted that Germans “shouldn’t succumb to panic,” assuring that “private households have the least reason of all to worry,” and will be provided with gas far longer than industry.

 

Moreover, according to the official, “there’s no scenario in which we remain completely without gas.” Muller noted that even if Russia were to cut supplies entirely, other countries like Norway, the Netherlands and Belgium would still be selling the fossil fuels to Germany. In future, the country’s own liquefied natural gas terminal will also make a difference, the network agency’s president added.

 

Muller said if gas rationing occurs, the agency will weigh up the potential damage to the economy and supply chains from shutting off supplies to any particular business or industrial plant.

 

The official went on to claim that even if there is a shortage, it will likely affect only the parts of Germany which are at the end of the gas network.

 

Muller also dismissed suggestions that Berlin should ban any gas exports to neighboring European countries, stressing the importance of solidarity.

 

“Just like we are now benefiting from the liquefied natural gas ports in Belgium and the Netherlands,” Germany would lend its neighbors a helping hand should they face a severe gas shortage, the official pledged.

 

Muller predicted that Germany has two difficult winters ahead, with a risk of gas shortages, but by summer 2024 the country will be independent from Russian gas.

 

“What is also true, however, is that the prices will never again be as low as they once were,” Muller acknowledged.

 

Since the start of Russia’s offensive against Ukraine, gas prices in Europe have soared, reaching an all-time-high of over $3,600 per 1,000 cubic meters in early March.

 

While Ukraine and some other Eastern-European nations, including Poland, have been calling on the EU to ban imports of Russian gas, Brussels has so far stopped short of implementing the measure due to a lack of consensus among member states.

 

German government officials and industry representatives have repeatedly warned that a stoppage of Russian gas supplies would deal a huge blow to the economy.

 

In late June, Economy Minister Robert Habeck activated the second phase of Germany’s three-stage emergency gas plan. It came as Russia slashed supplies via the Nord Stream 1 pipeline, blaming the lack of a turbine, stuck in Canada due to sanctions.

 

On Monday,Russia began regular maintenance work on the pipeline, meaning no gas was flowing to Germany at all.

 

Also this week, Berlin asked Ottawa to exempt the piece of equipment cited by Moscow as the reason for falling supplies.

 

Canada has accepted Berlin’s request, and will ship the turbine to Germany, from where it will make its way to Russia, allowing Ottawa to avoid violating its own sanctions by using an indirect delivery route.

 

Meanwhile on Friday, Russia’s state energy giant Gazprom officially asked German industrial giant Siemens to provide the paperwork needed for the return of the equipment to Russia.
