Bernstein's bio on wiki says he has a bachelor's degree in music, a Master of social work, a master's degree in philosophy and a PhD in social welfare. He was the chief economist and economic advisor to Vice President Biden, and is currently a member of the Council of Economic Advisors. Sounds like he has zero qualifications as an economic advisor.
