Putin speaks to Saudi crown prince

The two leaders have agreed that OPEC and its allies should continue to work together to maintain stability in global energy markets

 

Russia’s President Vladimir Putin discussed the situation in global oil markets with Saudi Crown Prince Mohammed bin Salman in a phone call on Thursday. The two leaders praised the high level of “friendly” bilateral relations between the two nations and their cooperation within the OPEC+ group, the Kremlin said in a statement.

 

The Organization of the Petroleum Exporting Countries and allies such as Russia, which together comprise OPEC+, are “consistently fulfilling their obligations” to keep the balance and stability in the global energy market, the two leaders said, according to the Kremlin.

 

Last month, the group agreed to increase output by 648,000 barrels per day (bpd), or 0.7% of global demand, over July and August. The decision came as Western nations had been pressuring OPEC to address global energy shortages exacerbated by sanctions on Russia. The move, however, failed to drive oil prices lower at that time.

 

On Thursday, Putin and bin Salman also discussed bilateral relations and focused on “expanding mutually beneficial trade and economic ties,” the Kremlin said. Back in May, Riyadh said that Russia’s military action in Ukraine would not affect Saudi Arabia’s relations with either Russia or Ukraine, as the kingdom sought to maintain its extensive trade relations with both countries.

 

The two leaders also exchanged their views on the situation in Syria, according to the Kremlin readout. On Tuesday, after the summit in Tehran where Putin met with Iranian President Ebrahim Raisi and Turkey’s Recep Tayyip Erdogan, the Russian president said that the US should stop “looting” Syria. Hundreds of American troops are still present in Syria, where they are controlling the oil wells and wheat fields in the country’s northeast.

 

The phone call also came as the Wall Street Journal reported that relations between Washington and Riyadh had hit historic lows. According to the report, citing sources in both Washington and Riyadh, thepersonal enmity between US President Joe Biden and bin Salmanhas been an important factor in the fraying of relations.

No energy security without Russia, ‘like it or not’ – Hungary

Budapest wants to purchase an additional 700 million cubic meters of natural gas

 

Hungary needs to buy an extra 700 million cubic meters of natural gas this year to ensure its energy safety and this is “simply impossible” to do without Russia, Hungarian Foreign Minister Peter Szijjarto said on Thursday.

 

Speaking in Moscow at a joint press conference with his Russian counterpart, Sergey Lavrov, the Hungarian minister said that “some may sell empty promises and chase dreams,” but the “physical realities cannot be changed.” “Like it or not,” in his opinion, “it is currently simply impossible to buy this much extra natural gas in Europe without Russian sources.”

 

Szijjarto stressed that while his country’s storage facilities were full enough “for normal times,” since these are not normal times Hungary needs more gas to feel secure. The minister stressed that negotiations with Russia should conclude as soon as possible as the heating season officially starts on October 15.

 

Lavrov said that the Hungarian government’s request to purchase additional natural gas would “be immediately reported and considered.”

 

At the same time, the Russian foreign minister believed it was a shame that an “openly Russophobic policy” and the “rampant escalation of sanctions” by Washington and Brussels was hindering the development of practical cooperation between Moscow and Budapest. He pledged “to seek and find the solutions” that would make cooperating independent “of these kinds of whims.”

 

Szijjarto’s meetings in Moscow also included talks with Russian Deputy Prime Minister Alexander Novak, who is in charge of energy matters, and Russian Minister of Industry and Trade Denis Manturov.

 

In response to the Russian military offensive in Ukraine, the EU – along with the US, the UK, and many other countries – imposed harsh sanctions on Moscow, including some of its energy exports. Hungary, which is approximately 85% dependent on Russian gas supplies, has been consistently opposed to imposing an embargo on gas exports from Russia.

 

Hungarian President Viktor Orban warned last month that such a ban would “ruin the whole European economy.” Hungary has also opposed the EU’s phased withdrawal from Russian oil imports by the end of this year, and has been given a waiver to keep purchasing the fuel from Moscow.

Another country de facto recognizes Donbass republics

Belarus can formally recognize Donetsk and Lugansk if necessary, President Alexander Lukashenko told AFP

 

Belarus will officially recognize the independence of the Donbass republics of Donetsk and Lugansk if it becomes necessary, but the absence of a formal recognition isn’t stopping Minsk from helping them, President Alexander Lukashenko said on Thursday in an exclusive interview with Agence France-Presse.

 

The French agency asked Lukashenko why Belarus, which supports Russia’s military operations in Ukraine, has not recognized the Donetsk People’s Republic and Lugansk People’s Republic as independent states – or Crimea as part of Russia, for that matter.

 

Crimea voted to rejoin Russia in 2014, after the US-backed coup in Kiev. Donetsk and Lugansk declared independence later that year, after the Ukrainian government tried to seize control of them by force. Russia recognized the two republics in February.

 

“There was no need for it,” Lukashenko responded. “But if Crimea, Lugansk, Donetsk need foodstuffs, bricks, cement, assistance with rebuilding, etc., we will help them. We will recognize them, if needed, if it makes any sense. But what difference will it make today if I recognize them publicly?”

 

“The fact that we cooperate with Crimea, Lugansk, and Donetsk means that we recognize them de facto,” Lukashenko added. “And all these speculations about my recognition or non-recognition are just idle talk. I will recognize them by a presidential decree, if needed.”

 

The leader of Belarus pointed out that France has pledged to rebuild the Kiev region of Ukraine, thereby essentially “partitioning” that country. “In other words, you have already divided Ukraine and will rebuild it. And I will help Lugansk and Donetsk. I will help Crimea. We cooperate with them, we do not hide it,” Lukashenko told AFP.

 

Ukraine can decide to end the conflict tomorrow, but its backers in the West won’t allow it, Lukashenko also told the French agency. When asked about the status of Donetsk, Lugansk, and areas under the control of Russian troops, such as Kherson, the leader of Belarus said their fate was a foregone conclusion.

Italian parliament dissolved

The move paves the way for fresh elections, after Prime Minister Mario Draghi resigned

 

Italy is facing a general election after President Sergio Mattarella dissolved parliament on Thursday. Prime Minister Mario Draghi resigned hours earlier, after three of his coalition partners boycotted a confidence vote.

 

Mattarella did not set a date for elections, but said that a vote must take place within 70 days, as per Italy’s constitution.

 

His decision to dissolve parliament came after an attempt last week to keep Draghi in power. Draghi, who formerly led the European Central Bank, announced his resignation last Thursday after his largest coalition partners in the populist Five Star Movement withdrew their support from him, but Mattarella rejected his bid to quit.

 

Draghi was installed by Mattarellain 2021 to steer Italy through its post-pandemic recovery, and led a broad coalition government. However, three parties in this coalition boycotted a no-confidence vote in the Italian Senate on Wednesday, leaving the former banker without a mandate.

 

Italians were originally set to vote in general elections next year, but Mattarella said that he made the decision to hold an early vote as there was “no possibility” that Draghi could rally enough support to lead a government until then.

 

The Five Star Movement had persistently criticized Draghi over the rising cost of living in Italy, and demanded more state aid for families and small businesses. Its leader, Giuseppe Conte, also hammered Draghi over his policy of arming Ukraine, which has less public support in Italy than many other European countries.

EU divided on gas rationing

Spain, Greece and Portugal have all come out against Brussels’ plan to lower consumption by 15%

 

The governments of Spain, Greece and Portugal have all stated that they oppose an EU scheme that would see them slash their natural gas consumption by 15% over the winter.

 

Announced by the European Commission on Wednesday, the ‘Save Gas for a Safe Winter’ proposal would entail EU member states reducing their gas use by switching to other power sources and ordering their citizens to ration their own usage. If the commission’s proposal is adopted, member states would be required to report on their progress toward the 15% target every two months, and EU authorities would have the power to declare a state of emergency and make the reduction mandatory.

 

"I deeply regret to say that Spain does not support this proposal," Spanish Energy Minister Teresa Ribera said shortly after its announcement. Mentioning that the plan had been revealed without a debate in the European Council, Ribera declared that the commission “cannot demand a sacrifice” when “they have not even asked our prior opinion.”

 

“Unlike other countries,we Spaniards have not lived beyond our means in terms of energy,” Ribera added.

 

Echoing former German Chancellor Angela Merkel’s assertion in 2009 that Mediterranean countries “were living beyond their means” in the runup to the financial crisis, Ribera’s remark was likely aimed directly at Berlin. Having relied heavily on Russian gas to power its industry, Germany is currently facing economic ruin after voluntarily canceling the Nord Stream 2 gas pipeline and backing EU sanctions on Moscow.

 

Greece came out against the plan a day later, with government spokesman Giannis Oikonomou telling reporters on Thursday that Athens “does not agree in principle with the EU proposal for a 15% reduction in gas usage.” Oikonomou said that the government has “submitted our own proposals” to the EU instead. Greece depends on Russia for 40% of its natural gas.

 

Portugal too “does not accept” the EU’s proposal, Energy Minister Joao Galamba told Portuguese newspaper Publico on Thursday. "There are countries that have not protected themselves and are now asking for help,” he said in an apparent reference to Germany, adding that a bloc-wide rationing program fails to take into account the fact that Portugal lacks pipeline connectivity with the rest of Europe, meaning that gas saved in Portugal could not be used to cover shortfalls elsewhere.

 

While Spain, Greece and Portugal have spoken out publicly against the plan, officials in Italy, Poland and Hungary also have their reservations, Bloomberg reported on Thursday. Hungary’s opposition is unsurprising, as Budapest has staunchly opposed the sanctioning of Russian oil and gas during successive rounds of EU sanctions on Moscow.

 

European Commission President Ursula von der Leyen described the plan as an attempt to prepare for a “total cutoff of Russian gas,” accusing Russian President Vladimir Putin of “blackmailing us” with energy.

 

Putin stated on Tuesday that Russian energy firm Gazprom is “ready to pump as much as necessary, but [the EU] closed everything themselves.” Putin has previously called the bloc’s sanctions on Russia “insane and thoughtless,” and accused European leaders of committing economic “suicide” under the direction of the US.
