Talks between Russian Defense Minister Sergei Shoigu and his Turkish counterpart Hulusi Akar have begun in Istanbul.
Russia’s Defense Ministry reports that at the meeting, Shoigu called the presence of the US Armed Forces in Syria a violation of international norms, claiming terrorists are being trained at American bases.
