Dr. Michael Ryan [WHO press conference]: It takes time for vaccines to work. In this case [monkeypox] it can take up to three weeks to take effect.
Reporter: Since the vast majority of cases are reporter with men who have sex with men, do you fear that the governors might not take this [monkeypox] as seriously as the COVID?
Ryan [WHO]: That's exactly why we are sitting here today, is because Dr. Tedros wants this to be taken seriously, regardless of who it effects in our community…the most at-risk group, in this case it is men who have sex with men. There is also the chance this disease will extend into further groups, and we have some preliminary evidence that it may do.

Lewis: It has always been known…monkeypox has been around in Africa…first discovered in a small child, young infants, around the time of smallpox eradication, just prior to that…the virus circulates in various animal populations, and then can be transmitted to humans in the course of various activities, such as hunting in the forest, preparing meat…where a contaminated animal can infect a person.
[kind of sounds like what they claimed with AIDS]
Lewis: The virus remains primarily contained in one population group…a group that can bring people together, for example on the margins of 'pride celebrations' , or in places where there are sex-on-premesis activities, things like that really that can put people at risk through immediate possible exposure to the virus.

18 U.S.C. § 371 Conspiracy to Defraud the United States
In Hammerschmidt, Chief Justice Taft, defined "defraud" as follows:
"To conspire to defraud the United States means primarily to cheat the Government out of property or money, but it also means to interfere with or obstruct one of its lawful governmental functions by deceit, craft or trickery, or at least by means that are dishonest. It is not necessary that the Government shall be subjected to property or pecuniary loss by the fraud, but only that its legitimate official action and purpose shall be defeated by misrepresentation, chicane or the overreaching of those charged with carrying out the governmental intention."
The intent required for a conspiracy to defraud the government is that the defendant possessed the intent (a) to defraud, (b) to make false statements or representations to the government or its agencies in order to obtain property of the government, or that the defendant performed acts or made statements that he/she knew to be false, fraudulent or deceitful to a government agency, which disrupted the functions of the agency or of the government."
