That's a silly claim. There's nothing stopping someone from showing raster and vector images together in any time period. The only limitation is processing power, memory and programmer competence. Maybe most engines weren't designed to use both but that's an engine limitation, not a programming language limitation. But it does sound like a creepypasta to me, or some fear generated by people threatened by a new form of entertainment.
