"At the request of a state" - obviously, there was no request, so not relevant here.
"To enforce federal law" - no indication that a federal law was being violated prior to the J6 media event at the Capitol. hence, the DOJ is struggling to charge and prosecute the political prisoners.
"To protect civil rights." Your own summary indicates "if local law enforcement is unable to provide sufficient protection". Seems like kind of a big condition, no? Did Bowser or Pelosi indicate that local LEO couldn't handle it? In fact, I think they indicated local LEO could handle it….
