"THEY" are the people who have been cheating the Presidents into office for 30+ years. They control the election outcomes. Trump's win was never in doubt…for those that control the outcomes. HRC was never "in control" of the office, but she had a lot of power and sway with some very nasty mafia and cartel partners, but not as much power as the NSC, and their mafia and cartel partners.
