The gun bill was hidden behind a different bill to name a courthouse and building.

 

Here is the short version of how the trick was done.

The gun control bill was not filed in the ordinary course with the clerk, was not given a senate bill number, and was not referred to the appropriate committee for consideration, a hearing, and a “markup” of the bill before it would go to the floor for further action. There were only occasional news stories about the “negotiators” getting closer to an agreement.

 

Then on Tuesday, 21 June 2022, the senate website of John Cornyn announced the bipartisan legislation and provided a “discussion draft” of a proposed bill. That Tuesday night, the Senate met and news reports the next day said a vote had been taken, but a bill was nowhere in sight on the Congress website. The senate clerk’s description of what happened Tuesday night only had bill number S.2938, and the numbers of a few amendments. None of the amendments had a description by its number that mentioned a gun bill. S.2938 was described only as “S.2938 – A bill to designate the United States Courthouse and Federal Building located at 111 North Adams Street in Tallahassee, Florida, as the ‘Joseph Woodrow Hatchett United States Courthouse and Federal Building’, and for other purposes”. The Congress website had the following web page for Senate bill S.2938–

 

That webpage above did not have the text of the gun bill. It only had the text of the bill to name the courthouse and building in Florida.

 

I finally found the real text of the gun bill — not the misleading “discussion draft” — by using the number of one of the amendments proposed Tuesday night and tracing it into the Congressional Record bulletin for Tuesday that was published the next day, Wednesday, 22 June. There, in the fine print beginning on the second column of page S3034 and going to page S3042, was the actual proposed legislation itself. It starts at the top of the second column under “Text of Amendments” and “SA 5099”, which is the number of the amendment to the old bill, S.2938. Amendment number 5099 contains the gun bill. Read it and weep–

The Senate did more procedural activity on the proposed law on Wednesday, 22 June. Then on Thursday, 23 June 2022, came the big push to jam the bill through. A vote on cloture to stop a filibuster passed at 11:52 a.m. eastern time by 65-34, with one senator not voting. The senate’s description of that roll call vote still called the proposal, “Measure Title: A bill to designate the United States Courthouse and Federal Building located at 111 North Adams Street in Tallahassee, Florida, as the ‘Joseph Woodrow Hatchett United States Courthouse and Federal Building’, and for other purposes”. Forging ahead, the Senate had the up-or-down vote needing a simple majority, and it passed at 9:42 p.m. eastern time, by 65-33, with two senators not voting. From the time the gun bill was slipped in as an amendment to an unrelated bill Tuesday night, and hidden in the multi-page Congressional Record that was not published until Wednesday, to the time it passed the Senate Thursday night, was about a scant 48 hours.

 

Only after the clandestine and devious act was done with the final vote of passage, did the senate’s website page with the final roll call vote change the description to, “Measure Title: An act to make our communities safer”. Later in the night, after the final vote, the original description for S.2938 on the Congress website disappeared and was replaced by that Big Lie.
