I was catching up on the speech/interview video and heard this, but took the time to go back through the previous breads to see if it had been discussed (lurk moar).
I don't think this should be overlooked. Seems pretty clear to us what he's talking about. Something that normies would probably see and dismiss as just another "Trumpism."
I transcribed it myself as well, and it certainly bears repeating:
