It's just an optical illusion caused by his brow ridge shape, placement of lighting, movement of his head during talking, and placement of camera taking the video. He has a protruding brow ridge which causes shadows to easily form on/around the eye socket/around the eyes and below the brow ridge. In pictures/video with low definition or resolution it makes it seem as if he has larger eye brows that actually extend into that area since the lack of detail prevents a clear picture, introduces artifacts, and allows your eyes/brain to guess.
