Could be a staging area for a bunch of fleet vehicles. I have a buddy that does this type of shit all the time. They move thousands of cars around the US for seemingly no reason. Sometimes they are recalled vehicles waiting to have new parts put in, sometime rentals waiting to be stickered. Or, it could be something evil. Could be anything.
