What could be implemented on short notice anywhere in the world? What would be subject to situational awareness? Thunderstorms / tornados - maybe. Earthquake/Tsunami. - situation awareness wouldn't save you there… Hmmm. Wildfires… doubt it. Thinking hard here… Actual weather doesn't seem to fit.
Or not weather - Nuclear attack? Not something where situational awareness would matter. 9/11 style attack. Bombings, shootings, car/bus/train accidents. Plane crashes… These fit better.
