Since we are in a war, can I use Military DTM,S for authority to stop land grabs, or curb abuse?

Since we are civilians can we use the r warfare DTM to stop the political targeting and court abuse? Can we shoot them? If they are enemy combatants how do we do away with them and How do we tell the cops to stand down?

I have some shitbags nobody wants to arrest and are being assisted by the local municipality, So How do I kill them with out killing myself?

Does the DTM work? Who can I go Too that is not compromised That will enforce the law ? It is life and death here, we try to do stuff the right way but they are so evil they abuse all public options,Courts, recorder, Clerks, I have proof any resonable authority would stop it so real question, How do I call the military in or can I kill them? how do we deal with traitor cops that allow the constitution to be violated ?
