My theory is that they already made the deal and signed all the papers in advance. The reason for this is that they are aware of the plans to assassinate Kim Jong-un during the signing process.
So tomorrow some hours before the meeting they will announce it won't take place at all as they already had it the day before.
So basically they signed off the deal well in advance and this is just a big middle finger for all those assassins waiting on the roof tops. No meeting will take place tomorrow, which will foil their plans to kill Kim Jong-un.
