On re-reading this it seems clear to me that the appointment of Huber was the MOAB. In the state of Utah there is a town named Moab, and there is a US Attorney named Huber.
The statement that clinched my view on the MOAB is that Huber is working with Horowitz and has access to all the investigative firepower of the IG's 500 or so lawyers and has had that for 5 months. (more now). And that this is much more firepower than ANY special counsel could ever have. Far, far more firepower. To could call it the Mother Of All Bar-association-posses or something like that.
Boom, boom, boom, boom
And when it comes to getting the bad apples out of government, i.e. draining the swamp so that the swamp critters can no longer survive, this would be a POWERFUL tool…
