In my city neighborhood there's a spec builder that has had foundations poured since early May.
But, they're both on hold now because current lumber etc prices have skyrocketed and would put him in the red if he moved forward at this point.
I talked to him a couple weeks ago and he didn't mention any bank issues here at that time.
