Report goes through redacted, names are protected due to national security. The individuals who are being protect have been cleaned out, fired, or resigned; therefore, it's no longer a matter of national security so what happens now? Report gets declassified.

Report gets published unredacted. Now not only do we see who is guilty, we see who is guilty of fucking protecting them
