"On ice" could mean several things. Stored for future use. Hidden. Signed or unsigned? In force but not yet public. Not yet in force but its existence and potential is a threat.

I don't get where a bunch of anons jumped to a conclusion about what is in the EO. Explain, or backtrack and consider further.
