The timing is not right. In December of '15 there was no dossier, nor a need for one. The FBI-CID and DOJ-NSD were employing government contractors who were accessing raw 702 data without oversight or warrant.

This did not change until March 9th 2016 when Adm Rogers ordered an audit and shut off that contractor access.

This is inaccurate. The dossier was likely compiled by Nellie Ohr and Glenn Simpson - then fed to Steele. They compiled the first couple memos by stringing together a sensationalized version of events taken from their illegal abuse of 702 data inside FBI-CID and DOJ-NSD.

Steele (likely) only wrote the later memos.
