Theory:
-FF issues need a resolution.
-The cleanest resolution borders a "Minority Report" scenario that should never be allowed to happen in a constitutional republic (going against a foundational rule).
-If you can control enough factors to ensure near 100% success of the operation, and make the optics of bringing about setting the stage for taking down more infiltrators in other areas, then you go that route.
-Once the operation is complete and the problem has been neutralized, use 2022/2024 victories to reverse the "wrong" against republic by restoring the foundational rule.
