Jesus does not allow people to 'not care' that children are getting raped because Jesus as the soul of humans orders humans to drown child rapists to protect children from being raped.
those that do not have Jesus only have the 'dog' that 'doesn't care' and therefore need to be drowned to protect children from getting raped.
