Keep hearing about states NOT being allowed by law to ship illegal immigrants back to their own countries. How do we change the laws, so they have this authority?

Is there anyone that can detail what border state governors and AGs should be doing to turn this around (hopefully in as much detail and as well researched as the National Immigration Law Center article spelled out below). Did declaring an invasion at the southern border do anything? Sending illegals to NY and DC is a statement, but aside from that isn't helpful.
