Since it is separate entity like the vatican is. Italy has no jurisdiction in the vatican I think the City of London is the same way. These three "cities" or states, have there own separate setup.
That would be interesting to look up because Trump certainly did have time to do something.
I do think it's because of the separateness of DC.
