Lots and lots of money and a boatload of time. You can request any such public document from the department in which you’re interested in. If it is over a certain threshold (in my experience) the county/city will certainly charge you for 1, the man hours in gathering information requested and 2, the paper and ink. They are efficient at operating inefficiently. Imo
