Amateur astronomer fag here. I use that to plan trips to dark sky sites. Central and southern OR is so dark I can read a newspaper by starlight alone.
Another great tool that is very accurate is the Clear Sky Clock: https://www.cleardarksky.com/csk/
Doesn't predict precipitation because astronomers don't observe in the rain/snow. I've found it to be scary accurate hour by hour. Just look for a CSC close to you. If there isn't one, the creator will create one for you if there are enough requests.
