If they are scared give the job to someone else, then go into protection and tell the truth. As a volunteer ground zero worker, I have never had a weapon, nor anyone covering my 6 o'clock, nor relinquished from rubbing it into the faces of cops, judges, politicians, presidents, military brass, CIA, DOJ, MSM, nor the FBI. I have God protecting me and that is all I need; because God loves the Truth. Truth saves lives, lies cost lives. You can't serve to masters.
