I think pretty much all of the sudden outbreaks of rare or dangerous or 'novel' new diseases are deliberately created and spread.
Think Zika a very rare disease normally only found in a remote part of central Africa suddenly springs up in places around the world with very little 'contact' with the area in Africa where the disease is normally found.
